The Ottumwa Police Department alerted the public about a resident they considered to be armed and dangerous last week. That subject was taken into custody yesterday in Kirksville, Missouri.
It was reported to the Ottumwa Police Department on Wednesday, June 29, 2016, at approximately 10:30 p.m., that Joseph Allen Bibby, age 29, shot a handgun at bail bond agents who were trying to arrest Bibby on his outstanding arrest warrant. No one was injured during the incident. The investigation is on-going.
