Meetings Slated For Next Week

OSKALOOSA — A number of meetings open to the public will take place at the beginning of next week, and one will even be held today. This is the time to attend public meetings and get information about what is going on in your community that may or may not be applicable to you based on
where you live and those issues you may deem important.

This article lists what meetings are going to happen, when and where, as well as a brief rundown of what may be discussed, according to each respective agenda as provided. Many of these agendas, aside from the Oskaloosa Community School District sessions, are available to the public at www.oskaloosaiowa.org.

Historic Preservation Commission

Today (June 3) at noon the Historic Preservation Commission will meet in the City Council Chambers of City Hall, located at 220 S. Market Street. This work study session will be used to review Oskaloosa Municipal Code Chapter 15.50 – Historic Preservation.
Oskaloosa Airport Commission

The Oskaloosa Airport Commission will meet on Monday, June 6, at the Oskaloosa Municipal Airport, located at 2973 Urbana Avenue at 4:30 p.m. After routine happenings such as the approval of prior minutes, financial reports, and bills, those present will hear the Manager’s Report as well as old
business. Old business will include a culvert slip-lining project, field tiling, the continued discussion of removing a non-directional beacon, and windows in the maintenance hangar.
New business includes a tranfer of $35,240.05 from the Airport Fund (660) to the Airport Pavement Rehabilitation Project Fund (661). The Commission will also discuss a transfer of $9,900 from the Airport Fund (660) to the Airport Culvert Rehabilitation Fund (664). This amount, according to the agenda provided, is subject to change. They will also discuss an insurance renewal, a weather service international subscription, and weed control and landscaping. When they are done with all business on the agenda, the Commission will set a July meeting date and adjourn.

This meeting is subject to cancellation if a quorum is not present by 4:45 p.m.

Oskaloosa City Council

The Oskaloosa City Council will hold a study session and a regular session on Monday, June 6, in the Oskaloosa City Hall. The study session will begin at 5 p.m. and will focus on two main topics: directing staff to create a permanent easement acquisition policy for city council’s consideration, and
downtown parking time limits, restrictions, and other improvements.

Both of these topics will simply be up for discussion. As they are not action items, no votes will need to be cast at this time. Addressing the topic of easements: the 2015 Sanitary and Storm Sewer Improvements Project has now been delayed due to a failure to obtain the necessary easements, according to the agenda provided by the City. The easements have not been obtained because, according to the agenda, property owners have either not communicated with staff or would like compensation for the easements.

Currently, the City has not formally adopted a policy for handling these situations, however as a practice property owners have not been offered compensation for permanent or temporary easements. As for the discussion on parking, an explanation provided by the City via the study session agenda reads the following: “The City Council indicated an interest in reviewing the existing downtown parking restriction time limits. The existing parking time limit for on-street and public parking lots are inconsistent and may be a hardship for those using the downtown area.”

The Council will resume these study session discussions after the regular City Council meeting on Monday night, which will begin at 6 p.m., if needed.
The regular meeting will feature a public hearing on amending Table 17.08 B, pertaining to zoning district regulations and permitted uses for medium
retail services. This is only the first reading of the amendment. Council will also consider a resolution authorizing advancement of costs for an Urban Renewal Project and certification of expenses incurred by the city for payment, under Iowa Code Section 403.19. Afterwards, Council will then consider a resolution for preliminary approval of plans, specifications, form of contract, estimated cost, notice to bidders, setting a public hearing, and authorizing to receive and open bids for the West Mall (Hy-Vee) Parking Lot Rehabilitation Project. Oskaloosa School Board

Chad Vink, Board Secretary of the Oskaloosa Community School District, has announced that the regular meeting of the Board of Directors of the Oskaloosa Community School District has been moved from June 14 to Wednesday, June 8. The Board will be holding private employment hearings
at 6 p.m. in a closed session, and the regular session, open to the public, will be held at 7 p.m.

These meetings are typically held in the George Daily Auditorium.

BOBoard of Supervisors
At the time of this publication, the Board of Supervisors has not yet released an agenda on whether or not there will be a meeting on Monday, June 6. When verified, the Oskaloosa Herald will publish the time and date, as well as items to be discussed online and in print.
